Job description

SAKOM is seeking experienced Project Managers to oversee and coordinate Base Operations Support Services (BOSS) contracts across Sub-Saharan Africa.

The Project Manager is responsible for the safe, compliant and profitable delivery of contracted services, ensuring client expectations are met whilst maintaining high standards of operational performance, workforce management, quality assurance and contract compliance.

The successful candidate will act as SAKOM’s operational lead at site level, managing personnel, subcontractors, suppliers and client relationships whilst identifying opportunities to improve service delivery, drive efficiencies and support future business growth. Often the PM will be the senior in-country SAKOM representative.

The ideal candidate will possess strong leadership skills, sound commercial awareness and experience operating in challenging environments. Prior military service or direct experience working with military or government clients is highly desirable.

The expected rotation is 12/4 (weeks).

Key Responsibilities

Operational Leadership & Delivery

  • Manage day-to-day operations of Base Operations Support Services contracts, including accommodation, food services, water, waste, laundry, facilities management, logistics and minor construction activities as required.
  • Develop and maintain project schedules, work plans, staffing plans, and operational priorities.
  • Coordinate and supervise subcontractors, suppliers, and site personnel.
  • Ensure all contractual deliverables are achieved in accordance with client requirements and agreed performance standards.
  • Act as the primary point of contact for client representatives, contracting officers, and key stakeholders.
  • Lead meetings, inspections, audits, and site visits as required.
  • Willingness to work in austere locations on a rotational basis.

Workforce Leadership

  • Lead, mentor and develop Local National, OCN, subcontractor and expatriate personnel.
  • Foster a culture of accountability, professionalism, safety and continuous improvement.
  • Ensure workforce levels, skills and performance remain aligned with contractual requirements.

Financial & Commercial Management

  • Manage site-level financial performance through effective labor utilisation, local procurement, subcontractor management and cost control.
  • Support budgeting, forecasting, invoice verification and cost tracking activities.
  • Identify operational efficiencies and opportunities to improve profitability whilst maintaining service quality.

Compliance & Risk Management

  • Ensure compliance with all contractual obligations, safety requirements, local regulations and company policies.
  • Monitor performance metrics, service levels and contractual deliverables.
  • Identify risks and implement appropriate mitigation measures.
  • Maintain accurate operational, personnel, financial and asset records.

Reporting & Governance

  • Prepare and submit operational reports, contract deliverables, status updates and management information as required.
  • Ensure timely and accurate reporting to Regional Operations Management and Company Executives.
  • Maintain visibility of operational performance, workforce status, compliance and contract risks.

Business Development & Stakeholder Engagement

  • Develop and maintain positive relationships with clients, vendors, suppliers and local stakeholders.
  • Identify opportunities for organic growth, contract expansion and future business development.
  • Support business capture, bid activities and market development efforts where required.
  • Protect and enhance SAKOM’s reputation through professional engagement and service delivery excellence.

Independent Operations

  • In some locations, act as the sole SAKOM representative in-country.
  • Operate independently in challenging environments where initiative, judgement, adaptability and self-discipline are essential.

Required Qualifications

  • Minimum 10 years’ experience in project management, operations management, facilities management, logistics, life support services or government contracting.
  • Strong understanding of contract compliance and performance-based service delivery.
  • Proven ability to manage multiple priorities in dynamic and fast-paced environments.
  • Strong leadership, organisational and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook and Project preferred).

Preferred Qualifications / Experience

  • Experience working with military installations, government agencies or international organisations.
  • Prior military service (Regular, Reserve or National Guard).
  • Experience in logistics, facilities management, camp management, expeditionary operations or Base Operations Support Services.
  • French / Arabic language capability.

Physical & Travel Requirements

  • Ability to work on-site as required.
  • Regular travel to project locations.
  • Ability to walk sites, attend inspections and participate in operational reviews.
  • Physically fit and capable of passing a military pre-deployment medical if required.

The SAKOM Requirement

The successful candidate must be comfortable operating independently in challenging environments, often with limited supervision, whilst balancing client expectations, workforce management, operational delivery and commercial performance. The role requires a proactive leader capable of turning direction into action and delivering results in locations where flexibility, initiative and sound judgement are essential.
