Position Title: Management Accountant / Financial Planning and Analysis Lead
Reports To: Head of Finance
Location: Hybrid
Employment Type: Contract
Position Summary
The Management Accountant is responsible for providing accurate financial information, budgeting, forecasting, financial analysis, and management reporting to support effective decision-making within OTOA. The role ensures financial resources are managed efficiently, donor funds are utilized in compliance with grant requirements, and organizational objectives are achieved through sound financial planning and control.
The incumbent will work closely with programme managers, grant managers, and senior leadership to monitor budgets, analyse financial performance, and strengthen financial accountability across the organization.
Key Responsibilities
1. Financial Planning and Budgeting
- Lead the preparation of annual organizational and project budgets.
- Support programme teams in developing donor proposal budgets and financial plans.
- Coordinate budget reviews and revisions throughout the financial year.
- Monitor budget utilization and identify variances requiring management attention.
- Prepare organizational financial forecasts, rolling projections, cash flow forecasts, and funding schedules.
2. Management Reporting
- Prepare monthly, quarterly, and annual management accounts and financial reports.
- Produce budget versus actual expenditure analyses for management and programme teams.
- Develop and maintain financial dashboards and key performance indicators (KPIs).
- Provide financial insights and recommendations to support strategic decision-making.
3. Grant and Donor Financial Management
- Monitor grant expenditure against approved donor budgets.
- Prepare donor financial reports in accordance with funding agreements.
- Support grant budgeting, reforecasting, and budget modification requests.
- Liaise with programme teams to ensure proper allocation of costs to projects.
- Mapping donor reports to financial accounting cost codes
- Monitoring and management of indirect cost recovery and overhead allocations.
- Financial oversight of implementing partners and sub-recipients where applicable.
- Financial review of procurement activities to ensure donor compliance.
- Oversight and reporting of donor-funded assets where required.
- Preparation and monitoring of donor funding requests, drawdowns and invoicing where necessary.
- Review, interpret, and advise on donor contracts and grant agreements, ensuring compliance with donor regulations, reporting requirements, timelines, and organizational policies.
- Coordinate donor-specific audits and implementation of corrective actions arising from audit findings.
4. Financial Analysis and Business Partnering
- Conduct financial analysis to support programme efficiency and sustainability.
- Partner with programme managers to improve financial performance and budget management.
- Analyse cost drivers and recommend opportunities for cost savings and resource optimization.
- Support strategic planning initiatives through financial modelling and scenario analysis.
5. Internal Controls and Compliance
- Ensure adherence to financial policies, procedures, and internal controls.
- Support the preparation for organizational internal and external audits.
- Monitor compliance with statutory requirements and accounting standards.
- Assist in strengthening financial systems and risk management processes.
6. Cash Flow and Treasury Management
- Monitor organizational cash flow requirements.
- Ensure adequate liquidity to support operational and project activities.
- Assist in managing relationships with banks and funding partners.
7. Financial Systems and Process Improvement
- Maintain and improve financial reporting systems and tools.
- Support implementation of finance system enhancements.
- Identify opportunities to streamline financial processes and improve efficiency.
- Provide financial training and guidance to non-finance staff.
Qualifications and Experience
Education
- Bachelor's Degree in Accounting, Finance, Commerce, or related field.
- Professional accounting qualification (ACCA, CA(SA), or equivalent) would be an added advantage.
Experience
- Minimum 5 years' experience in accounting, financial management, or management accounting.
- Experience within the NGO, non-profit, donor-funded, or development sector is highly desirable.
- Proven experience in budgeting, forecasting, financial analysis, and management reporting.
- Experience managing donor-funded projects and grants.
Technical Competencies
- Strong knowledge of management accounting principles and financial reporting.
- Understanding of donor compliance requirements and grant management.
- Advanced Microsoft Excel skills.
- Knowledge of Power Bi would be an added advantage
- Experience with accounting and ERP systems.
- Knowledge of International Financial Reporting Standards (IFRS) and NGO financial regulations.
- Strong analytical and financial modelling skills.
