FINANCE MANAGER FISCAL HOSTING - NPO EXPERIENC

The Finance Manager: Fiscal Hosting is responsible for the full financial management of the NPOS fiscal hosting portfolio – from budgeting and financial planning through to donor reporting, audit, payment release, and partner financial business partnering.

This role is the primary finance interface for each of the hosted partners, the funders who fund their programmes, and the Fiscal Hosting Manager who oversees operational delivery. While the Fiscal Hosting Manager leads the operational and governance relationship with hosted partners, the Finance Manager:

Fiscal Hosting leads the financial relationship, ensuring partners understand their financial position, funders receive accurate and timely reports, and ACF’s financial exposure across the portfolio is well managed.

Responsibilities include but not limited to:

• Fiscal hosting portfolio financial management
• Donor financial reporting
• Audit suppor
• Payment release and financial controls
• Fiscal hosting cost recovery and sustainability

Requirements include but are not limited to:

• A relevant accounting or finance degree (e.g. BCom Accounting), with Chartered Accountant status –

CA(SA), ACCA, or equivalent – preferred; candidates who have completed SAICA/ACCA articles but

• Minimum seven to ten years of post-qualification finance experience, with demonstrated responsibility for the financial management of a complex, multi-funder programme or project portfolio.
• Demonstrated experience preparing donor financial reports to a high standard across multiple simultaneous funder contracts, with working knowledge of institutional funder requirements in Africa orinternationally.
• Experience managing a payment release or financial approval function, with an understanding offinancial controls, segregation of duties, and the fiduciary responsibilities of a payment authoriser.
• Strong financial modelling and budget management skills, with the ability to develop and interpret complex multi-currency, multi-funder budgets and present financial analysis to non-finance audiences.amiliarity with Xero or a comparable accounting system is advantageous.
• Strong technical financial management, donor reporting, and budget management expertise across complex, multi-funder portfolios.
• Excellent writing and communication skills, with the ability to present financial information clearly tonon-finance stakeholders.
• High attention to detail and accuracy under pressure across a high-volume, deadline-driven reporting portfolio.
• Strong stakeholder relationship skills, with the external credibility to engage funders, hosted partners,and auditors with confidence and rigour.
• Portfolio thinking – able to manage 10+ partners and 20+ funder contracts simultaneously without.losing detail on any individual arrangement.
• Sound financial control mindset, with experience exercising payment authorisation or approval responsibilities.
• Honesty, integrity, and high levels of professionalism.
• Periodic travel to partner locations or funder meetings may be required, along with availability duringdonor reporting cycles and audit periods.
