Job description

NOTICE NO: K48/2026

DIRECTORATE : Planning & Development

SUB-DIRECTORATE : Integrated Planning & Development Unit

DURATION : Permanent

SALARY SCALE : R 600 480 – R 630 876 per year.

Benefits: Applicable to a Category B Local Authority.

To manage, direct and coordinate the Municipality's Integrated Development Planning (IDP) function by leading the development, implementation, monitoring and review of the Integrated Development Plan, ensuring compliance with legislative requirements, alignment with strategic objectives, budget processes and stakeholder participation to promote integrated planning and sustainable service delivery.

Requirements: Qualifications and Experience:

· Grade 12 (Matric).

· A relevant three-year tertiary qualification or Bachelor's Degree / BTech (NQF Level 7) in Public Administration, Performance Management, Project Management, Development Planning, Strategic Management, Development Studies, Local Government Management, Public Policy or another closely related qualification directly relevant to Integrated Development Planning and the inherent requirements of the position.

· 8 years or more relevant experience in Integrated Development Planning, strategic planning or local

government planning, of which at least three (3) years must have been gained at a supervisory or

management level.

· Demonstrated experience in coordinating and managing the Integrated Development Planning (IDP) process,

developing strategic and business plans, and operating effectively within a political and local government

environment.

· Proven ability to compile annual, quarterly and statutory reports, conduct strategic research and analysis, and

facilitate public participation and stakeholder engagement processes.

· Expert knowledge of the Local Government: Municipal Systems Act, Municipal Finance Management Act,

Spatial Planning and Land Use Management Act (SPLUMA) and other legislation, regulations and policies

applicable to Integrated Development Planning and local government.

· Sound knowledge of Public Administration, Local Government operations, Performance Management Systems,

Project Management, Corporate Governance Principles (King IV), Batho Pele Principles, intergovernmental

relations and strategic planning processes.

· Excellent analytical, report writing, communication, presentation and interpersonal skills

· Ability to communicate effectively in at least two (2) of the predominant languages spoken within the Northern Cape, namely Afrikaans, English, Setswana and isiXhosa.

· Valid Code B driver's licence.

· Computer literacy.

· Ability to work under pressure and after hours

· Willingness to travel with in the municipal area when required

Key Performance Areas:

· Lead, manage and coordinate the Municipality's Integrated Development Planning (IDP) function, including the development, implementation, monitoring, review and continuous improvement of the Integrated Development Plan.

· Provide strategic planning support and advice to the Municipal Council, Executive/Mayoral Committee, Municipal Manager and management on all matters relating to Integrated Development Planning.

· Ensure alignment and integration of the IDP with the Municipal Budget, Service Delivery and Budget Implementation Plan (SDBIP), Performance Management System (PMS), Spatial Development Framework (SDF), sector plans and District, Provincial and National development priorities.

· Direct and monitor the implementation of the Municipality's development strategies and ensure the achievement of the strategic objectives and development priorities contained in the IDP.

· Coordinate and facilitate public participation, stakeholder consultation and intergovernmental relations to promote integrated planning, cooperative governance and community participation.

· Conduct strategic research, analysis and environmental scanning to inform planning, policy development and evidence-based decision-making.

· Ensure compliance with all applicable local government legislation, regulations, policies, planning frameworks and statutory reporting requirements, including the timely submission of the IDP and related reports to the relevant authorities.

· Manage and oversee the human, financial, operational and administrative resources of the IDP Section, including the supervision, performance management, development and accountability of team members.

· Develop, implement and maintain effective administrative systems, processes and controls to support the efficient functioning of the IDP Section.

Prepare, coordinate and present statutory plans, business plans, annual and quarterly reports, strategic planning documentation and Council reports.
